Caltrans issues $100Million Call for Projects that improve Safety

On April 23, 2012, Caltrans announced a combined call for HSIP and HR3 projects based upon anticipated federal safety funding in the upcoming 2013 FSTIP starting in October 2012. Caltrans expects the available funding apportioned to local agencies in the 2013 FSTIP to be approximately $100 million for HSIP and $15 million for HR3 in their respective 4 year plans. Applications are due on Friday, July 20, 2012 and should be submitted to the attention of your Caltrans District Local Assistance Engineer. Applications received or postmarked after July 20, 2012 will not be accepted.

In an effort to provide clear guidance to local agencies on how to efficiently prepare their applications that will compete effectively and provide the greatest opportunity to improving the safety of their local road networks, Caltrans, FHWA, and the National Highway Institute are hosting a webinar that will review the Call for Projects process and documents. May Complete Streets Action Team Meeting

Background: 

In California, Complete Streets Policy Legislation exists at the state level with AB1358 (2008), requiring cities and counties to include complete streets policies as part of their general plans as they are updated.  There is also statewide policy on Complete Streets at Caltrans through Deputy Directive 64-R1, and revisions to the CA Highway Design Manual are taking place now.  Throughout California, many counties and other local jurisdictions have, or are in the process of implementing complete streets policies.

On our March call we discussed some of the alternative tools (other than Auto LOS) that can be used for implementing complete streets.  There was an interest in talking about methods that can be used to create different standards for urban and rural areas within a jurisdiction as well as an interest in learning more about the individual methods.

This meeting will be to discuss getting Federal Cycle 3 Safe Routes to School Grants obligated and underway by 06/30/12.   These funds were awarded in October 2011 and it is critical to support Caltrans, TARC and other efforts to ensure these funds are programmed and initiated in a timely manner.  Please join us if you are working on a cycle 3 grant.

The second UCLA Complete Streets conference will present speakers from academia and practice to share observations and findings about recent accomplishments and explore new research and complete streets implementation examples.  As the support behind the complete streets movement continues to evolve, exemplary on-the-ground projects are steadily growing in strength and in numbers.  What are recent accomplishments that have made appearances on the horizon of this movement, how have these efforts fared in their objectives to redefine and repurpose streets as public spaces?  What are promising new approaches and strategies for implementing complete and living streets in California and in the U.S.?
